Le Vent se Lève means, "The wind is rising." It is an event space run by an association (the equivalent of an American non-profit, more or less).

In addition to Milonga Sentimental, the Paris milonga that anchors Monday nights, Le Vent se Lève presents occasional tango shows by French artists.
